Victor joined the UNDP team in Palestine in 2021, representing UNDP/PAPP in Gaza and overseeing a growing portfolio of interventions, promoting sustainable livelihoods, economic resilience, basic services provision, as well as environmental protection.
He brings over 20 years of international experience in recovery, development management, conflict prevention and peacebuilding. Prior to joining UNDP PAPP, Victor served as Team Lead for the Inclusive Development, Recovery and Peacebuilding with UNDP Ukraine, supporting reconstruction and development in the conflict affected regions of the country.
He also served as a Peace and Development Advisor in Moldova and as Strategic Planning Advisor in Belarus, ensuring risk management and conflict sensitivity is mainstreamed across UN country programme portfolios. Prior to this, Victor managed comprehensive crisis prevention, recovery and peacebuilding programmers with UNDP Georgia and UNDP Moldova.
Before joining the UN in 2009, Victor served with the Organization for Security and Co-operation in Europe (OSCE), and the British Foreign and Commonwealth Office, coordinating political, as well as press and public affairs.

Between 2016 and 2021, Mr Al-Ashi was the Gaza Programme Manager and ICT Sector Lead for the DAI-managed Compete programme and the Innovative Private Sector Development- IPSD programme.

Dr. Abdelati got his B.Sc. degree in the Power Systems in 1990, his M.Sc. in the Communication Systems in 1992, and his Ph.D. degree in ATM Networks in1997. While working as an academician in various universities at deferent countries, he kept an eye on technology evolution and market needs. At late nineties, Gaza witnessed big investments in industry while local expertise in industrial automation where scares. Dr. Abdelati was a pioneer in that area. He attended an intensive course in Industrial automation in Jordan and switched his teaching and research interests to that promising field. He addressed many practical problems which concern the local community. For example, he designed and implemented PLC-based automation systems of many filling machines and water pumping stations. Having passion in microcontrollers and Printed Circuit Boards (PCB) design, he succeeded to build simple custom devices that resolve automation issues. For example, in 2004 he created a smart photo capture device that automates issuing ID cards. In 2006, he got the chance to be part of the first SCADA project implemented in Gaza Strip for the New Terminal Pumping Station. He designed the SCADA network, identified necessary components, implemented the SCADA software, prepared the user manual, and conducted the Capacity building of public employees in the water sector. In 2009 he was part of the North Gaza Emergency Sewage Treatment Effluent Recovery and Irrigation Scheme Project. He led the local team who prepared the preliminary design documents of the power and control system.

By 2010, demand on Energy backup systems expanded dramatically. Therefore, He started to focus on power electronics, PV systems, smart grids. He conducted several applied research topics that ended with running devices which have significant educational and laboratory values. For example, he designed and built a fuel save controller, a modified sinewave inverter, a maximum power point tracing PV charger, a 3-stage switched mode battery charger, and a smart PV battery protection device.

Recently, he was hired to resolve the synchronization problem of the 675KW PV system with backup generators at in the Southern Governorates Desalination Plant (SGDP).

Dr. Abdelati supervised many award-winning projects, taught more than 25 different courses, published 2 books and several technical papers. He is a fellow of DAAD, Fulbright, and Alexander von Humboldt foundations through which he conducted many projects and scientific visits to USA and Germany. Meanwhile, he lives in Gaza works as a professor at the engineering faculty of IUG and lectures IoT and PLC courses.

Yousef Elhallaq is the startup Investment Readiness Program Officer at Gaza Sky Geeks. In the last years, he managed several economic empowerments, freelancing, and entrepreneurship projects at Gaza Sky Geeks and Business and Technology Incubator. In total, he has 12+ years of experience in project management, startup incubation, and acceleration programs, and business development.
He was the executive manager for his own company and another one in the field of software development. He has a BA in software development from IUG and a diploma in business.
Elhallaq is heavily involved in the entrepreneurship ecosystem in Palestine as a trainer, mentor, jury member, and event organizer. He initiated (startups.ps) which is a map for Palestine’s entrepreneurship ecosystem and startups. He worked with different organizations for paid and voluntary projects as he’s believed that this is his way to serve the community and leave a lasting impact.

Abdullah graduated from Stanford University with a bachelor’s degree in 2019 in Computer Science, followed by a Master’s degree in the same discipline he graduated in 2021. During his stay at Stanford, he focused on human-computer interaction and artificial intelligence. He worked as a teaching assistant at the university for several courses, He created a React Native course at Stanford. He won several awards for his efforts, most notably the Best Teacher Award in Computer Science for the academic year 2020-2021, which is awarded annually to only two people at Stanford. Dr. Kholoud Elbatsh is the Dean of Computer Science and Information Technology faculty at
Gaza University since Aug 2017; she holds a PhD degree in Information Technology and its
Applications from University of Las Palmas de Gran Canaria-Spain 2011, and B.Sc. degree in
Computer Engineering from the Islamic University of Gaza 2004. She works as lecturer at Gaza
University since 2012 where she was the head of Graphic Design and Multimedia department for
5 years, and the head of e-learning technical committee. Her research focus on the wireless
networks protocols to provide solutions for multimedia services disruptions. She has good
experience in curricula development, freelancing, Soft Skills, proposal writing, and project
management. She was the project manager of the EMPEG project (2018-2021) which is funded
by the World Bank through the Quality Improvement Fund and researcher in BITPAL Erasmus+
project (2016-2019). Also she was the main researcher with ALTARIQ in the funded project
Josoor (2016) by PMDP & PITA. She keeps up to date with the advancement in the IT sector
and she is known one of the famous figures in Gaza Strip IT sector. Dr Elbatsh is very active and
initiative; she was the head of organizing committees of many success innovative national
activities including special activities for the multimedia sector such as GUGamesDay 2021,
ICITB2020 scientific conference, GUTechCamp 2018, Technology Museum 2017, Multimedia
Digital Exhibition 2014, and Multimedia Digital Exhibition 2013.
